
Grants Management
MDG Associates provides Grants Management services encompassing a wide range of housing, community, and economic development activities. Grants management includes program planning, program design, and oversight of the procedures, actions and processes that will ensure the successful implementation of government funded programs and activities in conformance with the applicable regulatory requirements.
HUD CPD Programs
Grants Management services are provided by MDG from our offices and on-site with select grantees as necessary. We make ourselves available to attend public meetings as requested by the client. We assist grantees in the development and execution of workshops, trainings, and events.
MDG specializes in Grants Management services to recipients of U.S. Department of Housing and Urban Development (HUD) funded Community Planning and Development (CPD) programs. The CPD programs include Community Development Block Grant (CDBG), HOME Investment Partnerships (HOME), CDBG-Disaster Recovery (CDBG-DR), Emergency Solutions Grant (ESG), and the COVID-19 allocations associated with CDBG and ESG funding (CDBG-CV and ESG-CV). Our services include, but are not limited to:
- Preparing HUD plans/reports: Prepare plans and reports including but not limited to Consolidated Plans, Assessments of Fair Housing, Annual Action Plans, Consolidated Annual Performance and Evaluation Reports (CAPER), Citizen Participation Plans, and Limited English Proficiency (LEP) Plans
- Providing research and analysis of needs for use of funds. Providing technical assistance in the management and implementation of grants, projects and programs.
- Developing strategies for use of funds: Provide technical guidance regarding regulatory requirements and best practices for proposed programs and projects.
- Providing research and analysis of needs for use of funds. Providing technical assistance in the management and implementation of grants, projects and programs.
- Reporting to HUD: Setup and reporting on the progress and expenditures associated with HUD grants through HUD’s Integrated Disbursement Information System (IDIS) or Disaster Recovery Grant Reporting (DRGR) reporting systems.
- Preparing Environmental Review Records (ERR): Preparation of national Environmental Policy Act (NEPA) environmental review documentation for CDBG, HOME, CDBG-DR, and ESG projects and programs.
- Execution of NOFA and Procurement: Preparation and publication of a Notice of Funding Availability (NOFA) for CDBG, HOME, CDBG-DR, and ESG program funding. Provide assistance with reviewing submitted funding proposals for completeness and eligibility. Provision of assistance in preparing reports for the approving entities relative to the allocation of funds for public services and capital expenditure activities.
- Training and technical assistance: Provide training and technical assistance to grantee staff, sub-recipients, and contractors for CDBG, HOME, CDBG-DR, and ESG program compliance.
- Monitoring: Develop monitoring plans and conduct on-site and virtual monitoring of CDBG, HOME, CDBG-DR, and ESG projects/programs for compliance with applicable program requirements. Develop corrective measures and provide technical assistance on areas of identified deficiencies.
