Disaster Recovery

MDG Associates staff has been working on the administration and implementation of Disaster Recovery programs since 1994, as part of the Northridge Earthquake appropriation. Since then, our team members have continued to work with recipients (grantees) of disaster recovery funds in the design, administration, and implementation of their grants, programs, and individual activities. As a result of our expertise and success in the day-to-day implementation of these programs, we have worked with several U.S. HUD technical assistance (TA) Providers under contract with HUD headquarters to provide TA to recipients of CDBG-DR funds.

The disaster recovery team is led by the Vice President for Disaster Recovery, Tyler Bridges, who brings with him the unique knowledge and experience of having been a key member of HUD’s Disaster Recovery and Special Issues (DRSI) division while being employed at HUD. This includes leading or participating in, developing and implementing national CDBG-DR requirements for all grants since Public Law 113-2.

Grant Administration

MDG Associates staff provides technical assistance and guidance regarding regulatory requirements and best practices for Community Development Block Grant – Disaster Recovery (CDBG-DR) programs and projects. Our team assists grantees with the development and implementation of CDBG-DR funded projects/programs to ensure that programs are designed in compliance with applicable regulations, including regulatory research and feasibility analysis. We provide further assistance in the programming process by developing sound strategies for the monitoring and timely expenditure of funds.

Subrecipient Oversight

MDG Associates staff assists grantees in developing subrecipient policies and procedures, performing subrecipient capacity assessments, developing and implementing Monitoring Policies and Procedures, and providing technical assistance. Performance of subrecipient capacity assessments prior to entering into subrecipient agreements can assist in identifying potential risks of non-compliance and is the basis for recommending provisions in the subrecipient agreement to mediate risk. In addition, our staff is available to perform all aspects of subrecipient monitoring, including risk analyses, development of annual monitoring plans, conducting monitoring events, developing and issuing monitoring reports, developing corrective recommendations, and resolving open findings. Our staff can also provide training and technical assistance to CDBG-DR funded subrecipients on various program and crosscutting requirements.
