Puerto Rico CDBG-DR Pre-Award Disaster Recovery Technical Assistance
HUD initially allocated $1.5 billion in CDBG-DR funding to the Commonwealth of Puerto Rico in response to the devastation resulting from Hurricane Maria that occurred September 2017. The Commonwealth was subsequently awarded an additional $8.2 billion. MDG was a subconsultant of the TA team assigned to assist the Commonwealth with their capacity assessment and Action Plan process. The work included assessing the capacity of 20+ municipios to determine the viability of partnering with local governments in the planning and implementation of the Commonwealth’s CDBG-DR programs and developing training programs in English and in Spanish to build local capacity to administer the CDBG-DR grant in compliance with Federal cross-cutting requirements such as uniform administrative requirements, NEPA program and project-level reviews, Davis-Bacon and Section 3.

The MDG team provided support services to the HUD TA assignment. Our role included reviewing the Action Plan data input into the Disaster Recovery Grant Reporting (DRGR) system; assisting in the preparation of presentation materials for the Subrecipient Management Training; reviewing and assessing capacity of municipalities (municipios) on the island; and conducting the desk monitoring of the R3 Program (Home Repair, Reconstruction, or Relocation Program) policies and procedures.

Houston, TX CDBG-DR Pre-Award Disaster Recovery Technical Assistance
HUD initially allocated $5.02 billion in CDBG-DR funding to the State of Texas in response to Hurricane Harvey that occurred August 2017. The City of Houston was identified as a “most impacted and distressed” area and was allocated a direct allocation of $1.15 billion from the State’s CDBG-DR allocation. Shortly after the funding announcement, HUD sent a TA team that consisted of the prime contractor and subcontractors which included MDG staff to assist the City in the pre-award functions of the grant. The MDG team served as the TA team lead for several areas including the development of the CDBG-DR Local Action Plan; the development of new procurement policies associated with the Homeowner Assistance Program; and development of the Outreach and Intake Process associated with the Homeowner Assistance Program and the Section 3 training. MDG staff provided TA support in the development of the Capacity Assessment and the development of procurement policies and procedures for the City.

Harris County CDBG – Disaster Recovery Pre-Award Technical Assistance
HUD allocated $5.02 billion in CDBG-DR funding to the State of Texas in response to Hurricane Harvey that occurred August 2017. Harris County was identified as a “most impacted and distressed” area and was allocated a direct allocation of $1.1 billion from the State’s CDBG-DR allocation. Shortly after the funding announcement, HUD sent a TA team that consisted of the prime contractor and subcontractors which included MDG to assist the City in the pre-award functions of the grant. The MDG team served as the TA team lead for the development of the CDBG-DR Local Action Plan and provided TA support in the development of the Capacity Assessment for the City and advising on the development of the Homeowner Assistance Program Guidelines

State of California CDBG-DR Grant Administration Services
HUD allocated more than $1 billion in CDBG-DR funds to the State of California in response to multiple wildfires that occurred throughout 2017 and 2018. The MDG team is responsible for providing technical assistance and guidance regarding regulatory requirements and best practices for CDBG-DR funded single-family and multifamily housing rehabilitation programs. Developing policies, procedures, and providing technical assistance for: Grant Administration, Financial Management and 2 CFR 200, Disaster Recovery Grant Reporting (DRGR), Monitoring and Subrecipient/Contractor Oversight, Recordkeeping, Procurement, Davis Bacon and Related Acts (DBRA), Section 3, Minority- and Woman-Owned Business Enterprise (MBE/WBE), Fair Housing and Equal Opportunity (FHEO), and Personally Identifiable Information (PII). Assistance with subrecipient oversight, including capacity assessments and monitoring events. Assistance with HUD and HUD OIG monitoring and audit events, including the gathering and review of records using CPD Monitoring Exhibits and assisting with responses to HUD and HUD OIG monitoring/audit reports.
